it’s a short arm. I already have done everything for the 4.5” like SYE track bar steering stabilizer as well as everything that was in the RE lift kit. I figured I could do the 1” taller springs I would just need shocks. Do you think a 5.5” would need long arms? Would it just ride better? I’d rather not make it ride any worse.

After losing an axle side bolt and dropping the track bar on a trail bending it pretty badly I ended up switching to the IRO double shear track bar kit with new frame drop bracket and I imagine there is plenty more adjustment to go higher though I have no plans to. It also helped with the steering geometry (track bar and drag link being parallel).
Im still on short arms and it’s not horrible and still flexes well enough for the trails I go to here on CO.
That being said although it’s fine as a daily driver/weekend warrior on the short arms at some point I’ll end up going long arm just because I’m addicted to working on and improving the damn thing.
so I'm going to be ordering a 3' Zone full leaf kit for my 97 xj sport. I'm going to have my friend's shop do the install but I was wondering if you guys think it's best to order the 1' transfer case drop, steering stabilizer and extended brake lines?

no...a 1 inch droo eliminates the whole point of a lift. You dont need a new stabilizer unless yours is leaking. You MAY need new brake lines, but i have installed a few 3 inch kits and all were fine

Kit comes with front coils rear springs shocks and shock boots and all hardware . it's a good kit and a good deal

eventually i plan to change tire size from 33s to 35s and along with that convert to steel rims but i don't know enough about widths and tire brands to make an informed decision and was hoping for some recommendations from you pros.
i am in SoCal so its mostly rock crawling for me although i do occasionally drive the jeep on the street to work or to the trailhead which could be a couple hours away.
some of my questions, what does tire width do or mean? since i plan to change rims, what size would be best or most common? what tire would work well for my conditions?

I suggest buying 17x8s if you're ever going above 33" tires. The selection of 35s is just starting to ween on 15" wheels, and 37s are nigh nonexistent at this point. You could get 16s, but those will be the next size phased out. Everything comes with 17s or larger these days, and that's where tire manufacturers make their money.

Personally I went with 15x8 alloy wheels. Mine have a 4" backspacing, but I'd probably go 3.75" back spacing to better clear steering for easier trail repair and such. In my experience 15x8s hold a 35x12.50 really well. I typically air down to 8 psi without beadlocks where most other people I Wheel with won't go below about 15 psi. One of the guys I Wheel with bought 35x12.50r17 Mtrs and I bought the same tire but in a 35x12.50r15 and mine were $500 cheaper for 5 than he paid for 4 of them. I like the more sidewall and the smaller rim from my experience, but over 35" tires the tire options really shrink for a 15" wheel.

does anyone know if the JL wheels and tires will fit my xj? I have a 3 inch rough country lift the dimension for the wheels and tires are 285 70 17 and if they would fit what products or spacers are needed and will trimming be needed I don’t plan on crawling
