Default 98 XJ - High Idle & Running COLD

My 98 XJ recently started running COLD. It won't warm up past 160*. I then started noticing while parked it is idling around 1200-1300 rpms. Any ideas where to start looking?

More info:
Heat and A/C still work like normal
Under normal driving it still drives the same

Thermastat stuck open is a possibility. Try just checking that out. It needs to stay closed until it heats up.

Wouldn't the jeep still get warm when sitting still? Also the heater works like normal. I ran it yesterday on my drive home. I'm probably going to start by replacing the coolant temp sensor in the thermostat housing and go from there.
