1990 XJ Brake Booster Upgrade, Please Help

1990 XJ Brake Booster Upgrade, Please Help
So the entire brake system was bad in my XJ and I decide to upgrade to a 96 booster and master cylinder since I've replaced the calipers and wheel cylinders, pads, shoes etc. I've run into two issues that I could use some help on.
Problem 1: 96 Master Cylinder, new from O'reillys, booster from junkyard. I cannot get a pedal at all. I've bench bled the MC, bled at the lines to the MC, and still nothing. Should I crack the bleeders on the WC's and Calipers and wait for fluid to flow since everything is new and then start bleeding the brakes once I have fluid at all four wheels?
Problem 2: My brake switch fits tight and sticks which leaves the brake lights on. Do I need to grind the booster rod down some more?
