15x8 3.5in bs stick out question

15x8 3.5in bs stick out question
So im looking at these rims and i needed to know how far my tires will stick out. I live in PA and i cannot remember the law for how far they stick out it might be none at all but i do believe the law for flares is 3" so i needed some advice from you guys. Im looking at wheels that are 15x8 5on4.5 3.438in backspacing Offset:-27.00mm. I now run 31x10.5 r15 tires and i dont see going bigger than that. I needed to know how far these will stick out, i have stock 01 tj wheels that should be 15x7 3.75 backspacing and i dont stick out.
Heres the wheels im looking at. They have 15x7 3.75 bs but they are $150 a peice and the 15x8's are $87............

By PA law, the tread can not be past the fender or flare at all. But it really depends on where you live and drive if the police are going to mess with you, and if you know someone to inspect it for you.

I still am just checking the width this would have but i don't think i will have much trouble if i go with them. I see people up here with pickups that stick out way to far.
