Hey no question is a dumb question. When someone say " i got me some 33's". They are referring to the tire height. So measured unmounted on the rim, the tire is 33" tall. Generally tires will lose some height when mounted on the vehicle due to air pressure and weight of the vehicle. so when you see a 31x10.5x15 tire. That tire is 31" tall, the section width(or wide of the tire) is 10.5" and the rim size is 15".
Here is some reading material that goes in to greater detail: http://www.tirerack.com/tires/tirete....jsp?techid=46

OPer, check out that tire rack link WyoCherokee posted. It will tell you everything you want to know about tire sizing.
