What's your idea of "low budget". I'm of the belief that you shouldn't skimp on things that are necessary and could potentially kill you if they fail prematurely.
I love my 32x11.5x15 BFG KM2s. I've had them for exactly a year and I've still got a hair over 15/32" left and they've worn wonderfully.
You could look at the Kumho KL71 if you want something less Mud-Terrain-y, Yokohama makes the M/T Geolandar in a 31" for 177$. Firestone has a Destination M/T in 31" for 183$.
Just dig around; tire's have been beaten more than a dead horse that was beaten to begin with.
FWIW: most of those chunks of tire you see on the highway are retreads that have come apart...at highway speeds. Not something I'd like to ride on top of

I have Hercules Trail Digger M/Ts on my XJ. I love them. I can sell those for $150.00 for 31's.

Not into a whole lot of mud but I do see a fair amount on the trails. I trail ride throughout northern Wisconsin so I get everything from sand to clay to mud/loose dirt. I'm also going to be doin some winter wheelin and itd be nice if they were good in the snow as well.

Coming up will be my second winter with General Grabber AT2's. So far so good but they are a compromise. Really a decent shallow mud tire but not,at least IMO,a good on-road tire above about 50mph. If your not doing alot of highway(hi speed)driving I'd look at a MT.

I used to have a set of BFG AT's. They run about $150 a tire. I had them for about 3 years and put 35k miles on them and they were still well over 50% tread. They were great on road and ok offroad.
