Heres what i use for axe and shovel. I dont trust a highlift bolted to anything other than good bolts.

I am in the middle of fitting some home brew mounts i picked up from lowes in the plumbing section. i will try and take pics as soon as i can and post them up for you. I am positive it will work for a shovel but not to sure on the hi lift. Keep in mind though i have a home built roof rack. Post up some pics of your rack so we can give you some more ideas

Just found a pic of what i am trying to use, here is a link

I plan to use one of the clamps that OverlandXJ posted on the handle end and making a mount that will be at the shovel end. The mount will be against the metal shovel with a stud that will pass thru it. A hole will be drilled into the shovel with a large wingnut that will secure it snug. Shovel end facing front in case handle end comes loose it won't get ripped off.
My Hi-Lift will be secure with a lock on on or both ends. I can buy another $8 shovel but those jacks get expensive.
I haven't mounted any of this yet, but I hope that makes sense.

Most racks have their own little "tire bracket" thing to secure your tire. but at 90 bucks, why would you do that. Get a long threaded piece of metal and weld it straight up from your rack.

Im taking the upright piece and just welding it straght up. and it will be fine for a 33" then just get a wide nut to secure it
