Default Rusty parts - NON BODY RELATED - Too big to soak

Everything I can find while searching is about body repair.

I don't know how to clean rust off large parts. This is a part where it seems I don't have to replace it. I don't have a way to dip it. Wire wheel is taking forever.

I have questions.

1: What can I use to clean these parts? Should I keep with a wire wheel and angle grinder?

2: How do I make sure I don't remove material and damage the part? I feel like I took a bit of material off the axle, and I did this with a wire wheel and a rust/paint stripper wheel, both on just my cordless drill

3: How clean does the surface need to be to weld?
