Goodyear wrangler authorities, i use em and they are great for on and offroad, also WONDERFUL in the snow i know alot of the local guys run them on their XJ's they are rather cheap and you can get them at wallmart. Good look on your hunt i hope you find what suits you best!

How wide is your rim?
What's your definition of best?
What's your definition of a crazy amount?
What kind of off-roading?
What kind of road driving?
Your question(s) is extremely vague.

I put on a set of BFG AT KO2s size 30/9.5/15 I think they make them in 32s. And most tire places will price match, so find the tire you want on walmart . Com and show them that page. I got mine for $142 a tire plus a $70 rebate from BFG.

Best would be dependable... I figure that's what everyone wants though
Crazy amount being I'm using the money from my back taxes so I don't have alot maybe 450
Offroading being anything that is bort and rocky and on road is pretty generic anywhere on the paved road city and highway driving

Word of advice, sometimes metric size tires are cheaper. My general grabber red labels were $888 out the door. Size 265/75 and those same tires in a 32 which it comes out to were almost $1200

9.5 is an odd size rim, you sure that's correct? With a 9.5 you can probably run either 11.5 or 12.5 wide. Not sure which would better suit your needs.
Dependable, of course. Most people pick best offroad, best road wear, best performer per dollar, etc.
$450...? Like, for a whole set? I'd say that limits you to the used market. Not sure if you can even get an off brand for ~$100 per tire.
Bort? For anything rocky, I'd skip generic, once again leads to used.
How much road driving? Do you need a 30,000 mile tire, or a tire that will see no more than a strip of street down to the dirt road?
