My first vehicle
 
I was browsing my local used vehicle website and found a 1994 Jeep Grand Cherokee Limited v8 with 115,000 km. It has a 2 inch lift with 33's and was brought to Canada from America 6 years ago. The rust is "not bad for the year" and is not safetied or e-tested. I would like to know if it would be a reliable first vehicle.

Honestly, even with those low miles probably not. I love GCs, but they are prone to have electrical and transmission issues. Transmission issues, because people don't service them, and even with low miles the electrical issue will crop up due age and outside storage. If you are looking for a first car that will be strictly reliable (that's the only attribute you mentioned) stick to a Honda or Toyota.

Even if you could get that exact vehicle, in pristine condition, and 1-2 years newer. It would be a stretch to classify that vintage of Grand Cherokees as reliable. (I happen to have owned one just as I described). Could be a fun vehicle, but it would probably demand a lot of "care and feeding" from you (money and time).
