Go through it with a fine tooth comb.
After finding out what's going on, THEN decide what to do and what direction to go in.
THAT said, decide what kind of off road you want to be doing.
Do all the "basic" maintenance first, fluids, filters, and basic tune up, visual inspection on brakes, steering and driveline, check all suspension bushings, rubber, hoses, belts, etc....see where you stand then.
Replace anything you can short of mods, then make a decision.

Modifications
I just bought a 2000 jeep Cherokee with no modifications and i was wanting to make it into an off road vehicle and i was wondering what modifications i should do first

Also, since this is the third time you've asked the same very broad and general question, I suggest you start reading posts and build threads like crazy. This isn't IG or fakebook, we don't spoon feed here. Do some basic research and come back with specific questions and it will probably go much better for you.
