I don't see anything in the rules that says links can't be, just not copyrighted material you don't own.

I don't think it's allowed, but I'm not 100% sure.
I got a pdf and cd copy from eBay last year for $6. It came with every year of Cherokee and Wrangler if I remember right

Hell you can buy one for $7.95 from pacificcoastmanuals.com for you exact model and year I have one for my 99. Its in pdf format and can be printed if needed that's cheap for what you get.
