As of now I have 2000 xj with a 4.5 rc aal kit, and 31's on my stock snowflake rims.
I don't know what I want to do next. Do I save up for 33's and soft 8's then cut and fold the fenders and quarters? Do I upgrade my steering?
I just don't know where to go next... :/

Maybe upgrade to 4.5-6.5 inch full-leaf kits?
If you go up to the 6.5 inch kit like me, you can run 33" tires without doing anything other than trimming a small portion of the front of the plastic flare. That way you can keep the stock look of the whole thing, which is my preference right now.
Do you have an SYE? That could be something to do next.
Internal modifications include a CB radio setup, Grand Cherokee seats, flashlight or fire extinguisher mounts, rear-cubby subwoofer, limo tint.
Outer modifications might include a nice front or rear bumper with recovery points, a winch, tire carrier, roof rack, offroading lights, rear ladder, hi-lift jack mount, new wheels, train horns, new fender flares.
I know how you feel... I have a hard time deciding what to do next as well.

If you have the stock steering setup, I'd address that issue. There's a lot of kits out there. Any of them are better than what's on there stock. Maybe add a steering brace.
If you don't have a tow point that's something I would also put high priority.

For painting the hood would a rattle can job with some clear look ok? And for steering I was thinking about getting under the knuckle 1 ton. Is that ok?

Sounds good. I would read up on whatever steering kit you are looking at so you know what your buying. But like I said ANYthing is better than stock. Even if its just a ZJ tie rod lol.
