I dont get this!!!
ok why is it when people run a 6.5" kit and 33's, most will tell you to reagear, lockers, etc.. BUT when people run 4.5" kits w/2" spacer and shackle and 33's they DONT say to reager and yotee yotee yotee. I DONT GET IT! there both running the same amount of lift. someone please put me out of my mind and shed some light on this.

Lift height has absolutely NOTHING to do with regearing. It's all about tire size and being able to turn those fat meats. You can do a 3 inch lift and chop the hell out of your fenders to run 33s, but you should still regear to get back the power lost trying to get them moving with stock gearing.
