Pics ?? I have a 94 XJ and just removed the striker latch in back by removing the 2 bolts behind and under the rear bumper ??

Post an ad on Craigslist saying "free beer once it is fixed." Just kidding.
I think we need more info but my first instinct is to cut it apart and see if you can use pliers to "pull" the stuck portion out of the tailgate.
Of course if it was my Jeep I might try something more manly, like burning it out with a high powered laser, or dissolving it with acid. Your results may vary.

Fire is the answer!!!
Although I've been in the same position with my 97 and a dog bed - I pushed the tailgate closed as hard as I could and gently operated the latch. Eventually, using my super safe breaking skills - it clicked open. Of course 97+ have a different tailgate to earlier models so it might be more/less possible depending on what you've got.

You can pull the plastic back and grab the latch and pull it up. That's what I had to do when I closed my phone in the trunk of my Cherokee. That works if it's the new body style that is, I'm not sure how the pre 97 Cherokees work.
