Drilling Out Bolts

I have a 2000 Cherokee and I am having an incredible amount of trouble with drilling out rusted bolts. When we were replacing the shocks 1 bolt on each side of the rear broke off. I tried to use and easy out to remove them but that also broke off. So the easy out is still in the broken bolt which is in the Jeep. I am using cobalt drill bits and I have a 16V Craftsman drill and a much larger drill used for drilling into concrete. When I am trying to drill it out, it simply doesn't do anything. It just spins and spins and doesn't really drill into it at all while I'm pushing on it as hard as I can trying to get it to go. If you could point me in the right direction to drilling these broken bolts out it would be greatly appreciated. Thank you

So we are talking about the upper shock mount?
One snapped and you have an easy out stuck in it?
Just hammer the thing so the nut that is tack welded on the inside of that cavity breaks free.
Usual fix is to run a new bolt and maybe a washer down through the cavity with some mechanics wire.
Then you just nut from the bottom.
Clean fix is to break free all the nuts inside the cavities and use these:

These used to just cost $20. Found these too.

Yep, smash the ez out and nut right through and fish a new bolt down from the top. It can be a bit of a trick, but not too bad.

I bought that same kit knowing those bolts like to snap. I went in with an impact and snapped those bolts off intentionally, and punched the nuts thru using the same. The flagnuts slipped right in. Or you can fish new bolts up there and thru the crossmember using some wire, but those flagnuts are well worth it. The only change i made was adding lock washers.

Wear safety goggles under there. One speck or dirt or flake of rust in the eyes is all it takes to send you to the ER.
