Default Catalytic converter laws in utah

Hey there, Cherokee owner in Utah. This forum has been great, and I hope I don't get ned over this, But I wanted to talk about catalytic converters. I have one on my Jeep and I plan on keeping it that way, but I noticed this in my bosses fancy new state inspection book.

According to this, you can actually pass state inspection without one, even if you had one on your car from the factory.

Are other state inspections similar or is Utah just special and we don't need(aka we aren't forced) to have them?

There may be no rules at the state level, but its FEDERAL LAW to have one.
