1997 Jeep Cherokee Horn not working

Unhappy 1997 Jeep Cherokee Horn not working

Posted this before but lost my responses when the computer crashed. I am new to the list so forgive me if I'm in the wrong place here.

I have a 97 Cherokee Sport and the horn has stopped working for no apparent reason. The area where you apply the horn on the steering wheel is soft now as opposed to when it was working being rather firm. Can this be a fuse or relay issue? I did not see a fuse for this under the hood and the fuses inside on the right panel are almost impossible to see or access easily. I have physical maladies that prevent me from doing the contortionist kinda moves to get in there and it seems like you need a special too to even pull the fuses. If that is where they are located can someone give me a clue where to look ( what side at least. Perhaps a needle nose will get in there.
