im looking for a decent XJ Bumper that is cheap. I can weld so I can do DIY kits

JCR had DIY kits at one time.

You can have my rear one I took off a while ago. Sweet 1/18" steel oem chrome in PA

I fab'd my own
 

I fabricated my own front bar but I did cheat and used Dirt Bound's mounting side plates to save time. I used 1/4"(6mm) x 8"(200mm) + 1/4"x2" flat steel mainly because I was mounting a Warn 9000lb winch on top and I wanted both strength + good approach angle. I draw up my own design, made a templet for the side wing from cardboard and cut the steel out using 1.2mm x 5" cutoff wheels cause I had 5" angle grinder tho you could use a 4" if that's what you have
