You might want to tie the bumper mounts into the shackle bolts too.... That much weight suspended in the front ain't gonna end well....
And yes I said shackle bolts.....

i really would tie it into the steering bolts and sway bar bolts... also i want to see what happens to a vehicle when you hang it from a tree or something by a winch... that would be kinda cool... lol...

Why 18,000? That's like a tow truck winch.
That XJ is gonna drag before it ever pulls 18,000 with all 4 wheels locked.
But hey build it how ya want. I'm not hating, just interested in how this is going to work especially with all the front end weight.
What's he gonna go with for springs? Mine sags a half inch from my "little" winch lol
I'm not making fun of it. It's just something I would rather do to a F350 Diesel SD before a XJ.

yep builder here too and im hating lol. You might want to build the brackets for the bumper a little longer. Like long enough to tie into the hitch. . .
Not what I would do (obviously since I didn't), but hey, if it's what your buddy wanted then that's all there is to it. 18k is HUGE for an XJ, so he's definitely gonna want to get some very good springs. I would personally do more than 4 bolts per side. I did 7 on mine just for overkill's sake. Be interesting to see how it all looks on his XJ.
