Default 1998 honda civic wipers wont turn off

ok so my girls crappy lil honda's windshield wipers are stuck on. they will speed up, but wont turn off. i have her pulling the fuse right now to keep em off, but here's the kick. the other day she says she came out and her car was off, but her wipers were going, without the fuse. i dunno if i believe her but none the less, the wipers still wont turn off. i dont know **** about hondas, just jeeps, so im kinda oblivious to what would cause this. common sense is making me think relay, wiper switch or wiper motor. am i headed the right direction? and would anyone happen to have a wiring diagram?

Probably in the switch on the steering column. Think about it, if there is a short inside the wiper control arm, it could bridge from the ignition relay or constant to give power to the circuit even while in the OFF position. Just an idea. I would test the circuits with a digital multimeter and see if its there. Test for continuity in the off position to all the power wires for it. If that is not the problem, I really got nothing. You may want to check some of the civic forums and see if they have anything in their searches. I would think if its a common problem, they would have a fix up about it somewhere in their forums. My girls civic she had, had an electrical short and would drain a new battery in less than 8 hours. Couldnt trace the drain, so scraped the turd can.
