Default 02 Wrangler Not Starting

Buddy has an 02 Wrangler with the 4.0 and manual. Replaced the ignition switch and the ignition switch actuator. When we pulled the switch a piece of the actuator fell out. So thats why we replaced it. Jeep starts intermittently, usually after its warm it wont fire after turning it off. Even when cold its hit or miss. Stuck an OHM tester to the starter and not getting any power. When turning the key absolutely nothing happens. But the Jeep has full power to the interior and reads full power on the gauge. The neutral safety switch is bypassed as well.

Btw I don't really know a awful lot about 02 wranglers but a starter circuit should be easy.
I know Chrysler does some weird electrical engineering though..

All relays have been checked. He took one of his spare keys tried it and it seems to be working now. So we are thinking its the key.

So it's an anti theft key.
