Default Wiper electrical problem

I am having some serious electrical problems. I have a 94 Grand cherokee limited. When I turn on the intermittent wipers, they will only turn on when I turn the switch to high. When I turn them off they stop on my windshield no matter where they are instead of returning to the bottom. Also when I pull the signal lever back to turn on the high beams, the horn beeps!!!! I just replaced the whole turn signal assembly and I still have the same problems. I traced the wires and found this black box that is pictured. It says INT-WIPER ZJ ONLY and a bunch of numbers. The connectors that plug into this box will pug into each other but the wipers still do not work. Any suggestions would be greatly appreciated. Could it be a relay? If so, is it one that is under the glove box?

Which relay did you replace because none of them say wiper?

Default no relay

I talked to the dealership today and they said there is no wiper relay for my vehicle. I am guessing it has to be the intermittent module located in the driver side kick panel. Either this or a short I guess......

I just ordered a wiper module that hopefully fixes the problem. If not, it has to be the wiper the wiper motor cause I replaces the signal lever already. When I fixed the wires on the door, it fixed my windows and horn beeping problem when I pull back the signal lever to turn on the high beams.

The new (used) wiper module helped the problem. Now it works when I first turn the switch on and on high. It also returns to the start position now when I turn it off. The rear wiper now works too. The problem is that neither delay works. I am gonna see if I can get another module unless anyone has a suggestion.
