I am no expert, but a solenoid is just an electrical unit that moves a plunger in the transmission. It either works and the gears shift, or it doesn't and certain gears aren't available. so yes a solenoid can go bad without the clutch breaking up, but continuing to drive that way will cause problems.

It depends what solenoid it is whether it will cause problems or not. I've been driving for a year now with a torque converter clutch solenoid that doesn't function properly (P0740 trouble code) and all that happens is I loose a little fuel mileage and the engine runs about 200 rpm faster at 65 mph. The CEL light comes on about once a month and I just reset the code with a scan tool. I'm not about to tear into the trans just for that. Most of my driving is under 55 so it's not a big deal for me.
