Trailer brake problem

Trailer brake problem
Help! We were getting ready to head out camping this morning, and I hooked up the camper and went to drive off, and could tell the camper brakes were on, even without vehicle brakes activated (hard to pull). I have a '04 WJ, Laredo, w/ factory tow. I put in a brake controller last week, and everything seemed to be working the other day. Now I show an open connection from the brake controller, and the brakes on the trailer lock up when I plug in the trailer wiring. Pretty sure the problem is in the vehicle, since I'm getting a constant 12v to the brake pin on the vehicle side of the wiring. Everything else seems to be working fine on the trailer. Any ideas? Blown fuse (if so, which one?)? Short somewhere? connection in the brake controller, or controller itself?
