Both of my tail lights are out, but the brake lights still work. I have tried new bulbs, didn't help. i think it might be a fuse, but the manual isn't clear on what fuse controls tail lights. plus, they all check out fine with voltmeter.
has this happened to anyone before?

I think this is a known issue and is due to a faulty board inside teh actual tail lamp housing. Do you have a multimeter or a volt meter? If so probe one of the plugs that goes to the rear lamp housing and see if there is power to one of teh wires in the plug when the tailights are on.

x2.
the PC board in the housings crack from shock. check the connectors at the light for voltage and report back. If no voltage then its not the lights.
There is also a brake switch under the pedal.
Does hitting the brake pedal cause the cruise control to cancel?
