Shifting Problems and OD Button

From a complete stop in Drive Jeep doesn't "kick-Down" even with the peddle pressed all the way to the floor. Found Manually shifting into First works. Sometimes shifting from First to Second you can feel it shift some times you can't.

Then the other day I noticed that there is a OD button on the dash and the light is on. I pushed the button but the light doesn't go off and it doesn't seem like it does anything (Shifting wise).

I also have a code P1698 Powertrain, MFG, Computer Output Circuit, Fault:98

Is all of this related or multiple issues? Where do I even start.

I know the people I bought the Jeep from removed the Cats and O2 sensors so I'm also getting the codes for the O2 sensors.

Not downshifting when coming to a stop, I found in my case, was the third solenoid, the one that has the two coils on it, ...if I recall right what I did rather than replacing it was there are two little filter screens on it that I sprayed out with brake cleaner. That did the trick it has downshifted ever since with no prob. But while you have the pan down might as well change the 3 of them if you can find them.

I agree that it's probably the solenoid. The transmission will automatically lock out overdrive when there is an issue, mostly to try and keep temperatures down. That is why the light is on and the button doesn't work.
