Replace spark plug/ cool on plug boot
Is it worth replacing the cold on plug boots or whatever the nomenclature is on the ignition rail? Is this part of anyone routine maintenance?

If you're talking about the rubber spark plug boots, yes it's a good idea to replace them occasionally along with the contact springs. I'd recommend changing them when you change the plugs or around every 30K or so. Jeep says you can go 50K, but I don't like going that long between changes. BTW, I've had better service from NGKs than Champs.
