Question power steering fluid level does not settle reservoir

Hallo i changed the power steering pump with hoses on the wj overland,

I have followed the correct procedure on bleeding air out side the system, before i start the engine i rotate the steering wheel more then 20 times with adding and check fluid, i found a strange movement of the fluid as if i turned the steering wheel to left fluid inside reservoir rises up when i complete turning from left to right Fluid level falls. The power steering fluid level does not settle Inside reservoir also when i turned engine on.Is there a possibility the power steering fluid cooler clogged Is the cause of the problem.thanks advance for

Normal. That is why you don't fill the reservoir all the way to the top, the fluid moves.

Is there a trouble in the operation of the power steering, or just the fluid level movement?
