power steering fluid level does not settle reservoir

power steering fluid level does not settle reservoir
Hallo i changed the power steering pump with hoses on the wj overland,
I have followed the correct procedure on bleeding air out side the system,before i start the engine i rotate the steering wheel more then 20 times with adding and check fluid, i found a strange movement of the fluid as if i turned the steering wheel to left fluid inside reservoir rises up when i complete turning from left to right Fluid level falls.The power steering fluid level does not settle Inside reservoir also when i turned engine on.Is there a possibility the power steering fluid cooler clogged Is the cause of the problem.thanks advance for

I think that there is a problem,the fluid must be calm and steady level inside reservoir even when i turn the steering wheel,Do you have an ideas thanks for help

the fluid is on cold line,i checked a jeep laredo the power steering fluid calm and steady level inside reservoir,why the fluid on my jeep make waves or look like burp what is Probability.thanks

Hallo i found this power steering pump video on youtube which is very similar to my pump situation,This video is for jk wrangler hemi engine ,the owner of this car had changed the flow control valve to solve his issues.
