Noisy part in cold weather

Noisy part in cold weather
I have Laredo 2002 V6. Highlighted part in the picture (not my car) makes a huge wall clock-like noise (with a higher frequency) in cold weathers. The sound comes and goes until the engine warms-up enough. What is this part? What is its function? Shall I replace it?

Model: Grand Cherokee
Engine: 4.0
its an evap purge solenoid and it opens and closes to regualte the evap canister..it has to do with emissions and no dont replace it its fine
