Evaporative emissions charcoal canister. It basically takes the fuel vapors from the fuel tank and purges them into the engine. You should have a line running from the fuel tank to the cansiter and a vacuum line running the canister to the intake manifold.

Old fart with a wrench
Pull it up and cable tie it to something! It mounts on a bracket behind the headlight.
