hydraulic cooling fan issues

hydraulic cooling fan issues
I have a 2002 Grand Cherokee with the 4.7, and the hydraulic cooling fan. There are 2 rings of ball bearings in the fan assembly, but they don't spin, or move. What is the purpose for the bearings??
Just an fyi, the fan piece itself is a solid 1 piece unit.
