humming/whistle in engine bay. can't figure it out!

Model: Cherokee
Engine: A secret
humming/whistle in engine bay. can't figure it out!
as the title states. It's almost like a low frequency whine and it drives me nuts.
It goes away after 2500~ rpms. Depends on the weather.
It started out being only one in a blue moon it would whine for a few minutes and go away, not its all the time.
Any ideas?
It does it in park in the garage soooo no its not a pinion bearing. :C

The thing ppl are talking about clicking on the XJ Passenger side of engine bay, is the EVAP siloniod opening and closing.

Yeah, on the WJ it's on the driver's side right behind the headlight. My WJ cycles the evap purge on cold start and is quiet any other time. It's possible you have a vacuum hose to it that is cracked and leaking causing the whistle.
