You will need to turn the the wheel a little to the left or the right while turning the key to unlock it.

does it sound like a solid tone? sounds like it might be the interior buzzer. the locking steering wheel im not sure about. if you can turn the key forward like your starting the jeep you should unlock the wheel whats you location? maybe someone could check it out for you? or have any local mechanical friends?

turn the key from off-------to the 1st position in the switch-----no dash/cluster lights should illuminate-------then- lean/turn the steering wheel either left or right-- tug-or pull on it-n- turn the ignition switch-?--all that noise is an aftermarket alarm type crap--useless--i'm tryin to get her to unlock the wheel---1 step at a time for her!

if you turn the key over and it doesnt sound like the motor is turning over and just the starter is (which sounds like thats the case, your gear is spinning, but the clutch isnt pushing the gear out to engage the flywheel....) if you wanted you could try beating on it with a hammer or screw driver then trying to turn it over again, the *clutch* inside the starter might be a little stuck up. and the beating will knock it free. wouldnt do this to be a permanent fix or anything like that but so see if its a problem or not

It is odd that the steering wheel won't move though. Is the noise that you hear sound like a metal on metal screech? You said it sounded like a siren.
