As long as there is good pad life left and there is no pulsation felt through the pedal you'll be fine. That is pretty normal for today's metalic brake pads to wear into the rotor. You actually get better braking because of those grooves because there is more surface area for the pads to clamp onto.

The rust will be fine. It's actually called oxidation. As long as the grooves feel fine when u rub from the center out or out to in. If it feels deep or like the grooves of a key. Replace them. I thought I saw a scorch make of a hot pad on it. If that area is black and blue, if you will, then that means you have been braking hard. That will be the location of the pulsation in the rotor/pedal. If the have never been cut, you can take them to a brake shop and have them cut. If you use stock rotors with aftermarket pads, there will be wear pattern differences between them. Buy the same brand pads as the rotor.

Aftermarket pads will squeak more than OEM parts. If you can cut them, do so. Get emery cloth from an auto shop and rough the pads to have a better mating surface.

Try not to slam on the brakes in rainy weather or wet conditions, this can cause brake fade with some aftermarket parts.

A parts store is going to charge you between 10 and 20 bucks each to turn those rotors up, for a few more bucks you get brand new rotors. But the rotors pictured are fine as long as you're not feeling any pulsation while braking.
And good quality aftermarket brake pads will not cause any noise if installed correctly. In most cases brand name aftermarket brake parts are just as good, if not better, than the OEM parts.
Any time you replace rotors, you should replace the pads too. You can use new pads on old rotors, but it will take longer for the pads to be properly bedded in.

In this day and age there is rarely any reason to turn rotors. Like Busted said the cost difference between brand new and turning them is usually a few dollars, an amount on any given day you can scrounge up in change.

It's true! Azone has them for $40 a rotor for duralast. As long as there is no less than 2 quarters left, you are find. Around 1 quarter, the backing plate might touch. Well, they stopped the rivets on some. If you can brake, just ride them out. If your pinky tip doesn't squeeze under the pad, change asap. Some many rules of thumb on brakes. Everything it easily replaced.
