Flex plate test or? Help?
Read this and tried it:
"To test for a loose or cracked flywheel, operate the vehicle at approximately 32 km/h (20 mph) and shut off the engine. If a thud is heard, the flywheel may be loose or damaged."
Why? Because I have a knock that I can't be sure is engine noise.
Result?! No thud but. . . After restarting the engine the transmission stays in 1st gear and won't shift. If it turn the engine off and on again it may start shifting like nothing is wrong and it may not.
HELP NEEDED: Are you reading this and chuckling under your breath because you know exactly what's going on!? Please advise!

You didnt get real descriptive on whats going on with your jeep. Are you saying only after shutting engine off then back on the transmission doesnt upshift, or does this problem happen regardless? I dont think you have a problem with the flex plate though.
The biggest thing other than internal problems that causes upshifting concerns is the output shaft speed sensor, this sensor screws into the trans at the lower LH side if the O/D housing. The T/V cable adjustment can be too tight but the symptoms should be there all the time, maybe not if the return spring at the trans linkage was broken but still shutting the key off/on shouldnt affect this.
