Electrical problems with 1999 grand cherokee
My car died when driving home last night, the abs light came on and then the 12 volt died. Tried to put on the warning lights and could only hear a relay chattering/ fluttering. when turning the key the gauge needles would move from left to right constantly and no ldash lights came on. car was towed home and still am not able to get any power to the dash or the motor.
the battery I have tested and it has 12v.

You need to get your battery tested it may have 12v but hardly any cranking amps left. More than likely your battery is dead. Autozone will test it for free. If that is not it then your next bet is your alternator which autozone will test for free also if you bring it up there. Sounds like the alt isn't charging and you drove it until the battery went dead but like Stryker said take both to Autozone or Advance Auto to be tested. Also it could be as simple as a dirty battery terminal check and clean those also.

My CPS went out in my 'WJ and after fixing that I had the same problems. My battery tested good at Advance but when I swapped batteries it fixed my problems. I junked the battery and bought a new one. Never had another problem.

Those symptoms are classic battery issues. Either your battery is weak and about to fail ro you have a bad ground from your battery. Doubt it is your alternator. If it is the original battery just replace it and clean all teh connection good and I bet you problems go away.
