Brake pedal goes to floor when engine on
I replaced the rotors, pads, MC, Booster and bled the brakes. I bench bled the MC and installed.
The brke pedal has pressure until I start the engine.
Is there something about the ABS or proportioner that could cause this?

Bleed the whole system, but crack open the lines at the master cylinder with somebody stepping on the brake first. You may have air trapped right there. You don't need to loosen the fitting much, just half a turn with pressure on the pedal. Do that a few times, but if there is no improvement you should bleed the whole system.
