anyone have a ZJ that won't shut off?

I bought a '95 GC w/4.0L knowing it overheated. In the process of figuring out the overheating, it developed a problem of not shutting off. The engine won't stop running, even if I disconnect the negative battery cable. The only way to shut it down is to pull the fuel pump relay.

I have bench tested both the fuel pump and ASD relays, and they seem to be working OK. Any ideas?

Possibly the ignition switch?

That's what I thought, so I replaced it. It seemed to be working, until I tilted the wheel all the day toward the dash. It won't shut off until I tilt the wheel back down. Even without the key in, it thinks the ignition is "On" if you tilt the wheel back.
