Any ideas how to fix leaking roof around rack?

Any ideas how to fix leaking roof around rack?
I have a 97 grand cherokee WJ and it leaks around the bolt that hold down the roof rack. Does anyone have any ideas of how to fix?

liquid nails or some hard *** epoxy instead?
this is the right answer. What you actually put in the hole before you seal it up is up to you. Easy fix.
