Angry 99 Jeep Cherokee Sport won't turn over

First post on this forum but I read it all the time because of the good advice. I have a new starter and starter solenoid. New battery. Just replaced the ignition switch with a new one as well. Still, every time I turn the key on, everything comes on fine (dash lights, radio, etc.) but when I move the key to "start", there's nothing. Dead. I tested the lead going to the solenoid and it does not show any juice when the key is moved to start. I can use a screwdriver on the solenoid and it starts fine. So I have an electrical issue somewhere between the ignition switch and the solenoid. Over the past two weeks I could go from off to start 10-15 times and magically it would start after 10-15 attempts. Now I can't even do that. Nothing. Nada. Anyone know a probable cause? Looks like the solenoid wire runs thru a fuse box under the hood on the passenger side. Thank you very much for your help.

May not be the same thing but I had that happen to me on 95. 5.2v8. I ended up turning key on and shorting starter and it would run. After switching out everything possible it still not working. Come to find out that heater motor had Burt out and when put in another had to change fuse for the blower motor was burnt so put new one in and the dam thing starts normal to this day. So starter linked to blower motor in fuse Panama under hood. So just saying check all fuses.
