2002 Laredo no crank
 

I don't have any voltage at the solenoid connector from the starter relay first of all. The main question I have is, should I have 12vdc constant on pin position 87 with the key out of the vehicle? If not, what would cause that? I also have already tested continuity on all fuses already.
