1996 grand cherokee not shifting

1996 grand cherokee not shifting
I have 1996 grand cherokee that is not shifting and is in limp home mode. I replaced the 2 selonoids that are right there in the governor body and replaced filter and fluid, but it will still not shift. I also tried adjusting the throttle cable to no avail. Has anyone here experienced this and what was your next troubleshooting steps? Thanks
These are the codes that are in the pcm:
P0711 trans temp sen no temp rise after start
P0713 trans temp volt too high
P1763 governor pressure sensor high
