06 Fuel Vent Issue

06 Fuel Vent Issue
When we open the gas cap to fill with fuel you can hear a blast of air. Once you begin fueling, the nozzle constantly will shut itself off. Also when we stop and let the Jeep idle it will occasonally spit and sputter as the RPM drop below 500. I am assuming these are all related to some sort of venting or emissions control problem. The check engine light also will go on and off occasionally which I was told by a local service deparmtnet that it is related to the Evap system.
Is there some vent tube or something that can be cleaned/checked to help with the fueling/air blast problem?
