I have a 89 XJ and I'm thinking about turning it into a project. I was wondering if anyone could give me some ideas on what to do. I'm on a pretty strict budget and it can't be out of service for more than a week at a time to do stuff to it. I also want it to still be street legal in washoe county nevada.

Small lift, like 3", 31s, locker, recovery gear, (hi lift jack, recovery rope etc) those are all things for around $300ish range. Tires and wheels you can sometimes find on craigslist for around that price in decent shape

you can make a bastard pack lift, DIY shackle relocation to give you lift in the rear. Source some full size bronco springs to equal out lift in front. It'll take a weekend and JY. You can also do a alternator upgrade and injector swap also easily found JY's around the country.

If you are going off road be sure to have recovery points and recovery
strap.
