Default Temperature Control

I have a 2000 XJ, the temperature control to adjust from cool to warm, or hot or whatever, doesn't seem to be working. I thought it was my blend door actuator, bought a new one, replaced it, nope not it. Bought a new dial cluster, nope not it, flushed heater core, nope not it. I have no idea what fuse it's for. In order for me to get A/C, i have manually move the blend door with the little plastic gear thing that goes with the blend door actuator and have it on full blast. Great A/C, great heat in the summer, in the winter, the heat sucks. Anybody have any ideas as to what in the world is going on?
