This XJ has me all hot and bothered...
Somebody got this thing in a neighborhood near me... he intends to build the thing into a wheeler. It has 70k miles on it and is a '91.

I would honestly approach the guy and tell him to sell it to someone who wants to keep it in original condition and then take that money and buy something else to mess with.

I would get rid of those black wheels and make it the epic DD everyone loves. Put a high-end stereo in it, soundproof, super easy ride shocks, AND AN ALARM!!
