Default Wont turn over, something's loose

My jeep went out on me while it was idling and now it just won't start. I found this loose piece that is able to rotate and I'm not sure if its the problem

If it was loose it could of come out of time, but it should start, check for spark and fuel press. also check fuses.

Got it tightened down and nothing. I'm almost sure it's a fuel delivery problem at this point but I'll check the fuses too. Thanks

Fuses look fine. How should I check the fuel?
