Default won't start

I know I know.. another NO START thread..

Ive been working on this thing for 3.5 hours and I'm totally lost. here is what I've checked so far.

Fuel pressure KEY ON- 30-32ish PSI (regulator plug in to vacuum source and unplugged)
Fuel pressure key off (after just being cranked) 29-30 psi
fuel pressure after sitting for 20 min 20 PSI

I am getting spark
All fuel injectors are getting the correct signal
all chassis grounding straps are connected and cleaned.
I have fuel in the gas tank ( had to replace tank, old tank had been sitting for a while and has rust all over in side it)
BRAND new fuel pump Orielly's
Brand new fuel filter...

Pinched off return line and fuel pressure dropped drastically from 30 psi to below 20 psi... does that mean the FPR is gone? even though it builds pressure?

it's really odd also that it won't even catch to turn over.. not even a cough of a want to start... just crank & crank & crank & crank ..

any ideas??

Is there any change in behavior if you feather the gas pedal while starting? If your diag has shown fuel pressure, injector pulse, and spark are present, the next thing to consider is that no air is being introduced. Feathering the gas pedal will allow a little air through, even if the normal controller is not opening properly to allow some through.

Maybe you mixed up your supply line and your return line??

I don't see any other way that pinching the return line would change the supply pressure...

Rusty tank? Injectors clogged?
