What is the round plastic ball under the pass headlight in bumper has a vac line hooked to it. By the way its a 99 if that makes a diff.

Its the Vacuum "Football" that keeps the AC, Defroster and heat coming from the right places when your accelerating...Tj

By chance if that hose on the 90 is is cracked will that setoff a small leak for the cel?

A small vacuum leak CEL? Yeah, it would.
